You may not be aware that there are compression shut-offs available that don’t spin, but they are typically sold by toilet repair shops, just like regular shut-offs are. Just get the right thing.
SharkBite valve’s base should be covered in silicone tape to prevent rotation on the pipe. In order for the silicone tape to adhere, make sure it overlaps. Be sure to give the tape enough time to fuse to itself as well.
